  Function 1 (incl. Expected results):                                                                                                                                             

Security Assistant:

  • Assists the Security Officer (SO) in collecting, updating and communicating information regarding the security situation in the Area of Responsibility (AoR);

 

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the Security Officer (SO);
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to SO;
  • Maintains regular contacts with Security Focal Points of UN agencies;
  • Provide technical and administrative assistance at Security Management Team (SMT) meetings;

 

 

  • Assist the Canada Security Management Team by contributing to planning, implementation, evaluation of effectiveness of security planning, security operations and implementations of measures aimed at improving staff security and conduct of UN programme activities.
  • Supports the SO with the monitoring of security measures implementation as recommended in the Security Risks Management (SRM) process for the (AoR);
  • Assists in reporting security incidents affecting ICAO and UN System staff, offices and assets;
  • Assists in the response to crisis events and security incidents.
  • Assists in monitoring the implementation of the Residential Security Measures and office safety and security preparedness;
  • Provides support in conducting security evaluations and provides advice on security measures for residences (Residential Security Measures - RSM) of ICAO/UN staff, as well as on latest trends and threats to staff safety and security;
  • Establishes and maintains warden system and keeps update of information related to ICAO/UN offices and residences;
  • Performs any other duties as may be assigned.

 

  Function 2 (incl. Expected results):                                                                                                                                            

Administrative Assistance:

  • Provides general administrative assistance to the Security Officer (SO);
    • Maintains routine and confidential correspondence files/documents;
    • Maintains a database on contact details in relation to host country security authorities;
    • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.
  • Assists in maintaining the Security Plan(s), including updating staff lists;
    • Helps in the preparation and review of the ICAO/Canada Security Plan(s);
    • Supports actions during the implementation of the ICAO/Canada Security Plan(s), as required.
    • Assists in the preparation of security reports, such as the Security Incident Reports and the security and risk Assessments.

 

  Function 3 (incl. Expected results):                                                                                                                                            

Training and Reports:

  • Provides support in organizing and conducting security training courses on security awareness and preparedness;
  • Provides security orientation to newly assigned ICAO staff members.
  • Conducts security briefings, as required.
  • Assist in conducting security surveys and assessments.

 

  QUALIFICATIONS AND EXPERIENCE

 

  Education                                                                                                                                                  

Secondary education is required. University Degree is desirable.

Additional training on safety and security in the UN Security Management System would be an asset.

 

  Professional experience                                                                                                                          

Essential:

  • A minimum of 6 years of experience in security, preferably in the military or police context or related field of work is required.
  • Ability to write clearly and concisely and strong communication and advocacy skills.
  • Knowledge of security risk management combined with background in emergency or disaster operations.
  • Ability to produce assessments, reports, and other papers on security issues; ability to produce reports and papers on technical issues.
  • Solid computer skills (MS Word, Excel, Access and PowerPoint).
  • Knowledge of host country safety codes.

Desirable:

  • Prior experience with the UN system or an international NGO is desirable.
  • Knowledge of Satellite Phone communications.
  • Experience in diplomatic security and protection is considered an asset.

 

  Languages                                                                                                                                                 

 

Essential: Fluent reading, writing and speaking abilities in English and French.

Desirable: A working knowledge of any other language of the Organization (Arabic, Chinese, Russian, Spanish).
