  Function 1 (incl. Expected results):                                                                                                                                             

Security Officer administrative and operational responsibilities:

  • Prepares, reviews security management documents for the designated area of responsibility, including all aspects related to elaboration, development, implementation and updating of the documents.
  • Supports the Canada Security Management Team contributing to planning, implementation, evaluation of effectiveness of security planning, security operations and implementations of measures aimed at improving staff security and conduct of UN programme activities.
  • Monitors activities related to the implementation of the approved security measures.
  • Identifies and monitors trends of security incidents affecting UNSMS personnel and organizations.
  • Assists in the response to crisis events and security incidents.
  • Reviews and/or supports security planning and security management documents for the assigned area as required.
  • Performs any other duties as may be assigned.
  • Executes the ICAO and Canada Security Plan during time of crisis.
  • Supports the Chief of Security in Crisis Management operations and planning.







  Function 2 (incl. Expected results):                                                                                                                                            

Security Coordination and liaison:

  • Maintains and enhances lines of communication with UNSMS entities, including agencies funds and programmes and security focal points.
  • Contributes to implementation and evaluation of the preparedness of the security measures as decided by the Canada Security Management Team (SMT).
  • Maintains cooperation and collaborations with authorities and emergency services, provides security briefing to ICAO staff
  • Advice and security training to Canada UNSMS personnel and operational partners.
  • Provides support to the Canada SMT in the establishment and maintenance of a functioning Emergency Communication System.
  • Manages the daily operational supervision of the ICAO Headquarters physical security unit.
  • Liaise with host government Public Works Office (PSPC) at ICAO to ensure that physical Security Unit is operational at ICAO HQ, Montreal.


  Function 3 (incl. Expected results):                                                                                                                                            

Training, Incident Reports and Security Plans:

  • Develop and implement security awareness training and testing programs.  
  • Conducts security surveys and assessments.
  • Monitors and reports on implementations of safety and security policies for ICAO and Canada UNSMS.
  • Identifies and promotes security best practices.
  • Develops Policies and operational guidelines.
  • Develops and tests Standard Operating Procedures (SOP) for the execution of the both the ICAO and Canada Security Plans.





Master’s degree or equivalent in a social science, business or management field.

Additional training or certification in business continuity, safety and security would be an asset.


  Professional experience                                                                                                                          


  • A minimum of five (10) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Of these, at least 2 years of international experience in security operations is required.
  • Management experience in the public, private or corporate sector is required.
  • Ability to write clearly and concisely and strong communication and advocacy skills.
  • Ability and experience to write procedures and detailed hands-on instructions.
  • Knowledge of security management combined with solid background in security or emergency or disaster operations.
  • Ability to make quick decisions in emergencies or when rapid response is required.
  • Ability to produce assessments, reports, and other papers on security issues; Ability to produce reports and papers on technical issues and to review and edit the work of others.
  • Ability to apply UN rules, regulations, policies and guidelines in work situations.
  • Excellent interpersonal skills, team oriented work style, work experience in multi-cultural environment

Essential: Fluent reading, writing and speaking abilities in English.
