Qualifications Requirements:

1.  Professionally qualified and experienced in at least one major aviation specialty and proven knowledge and experience of modern instructional techniques.

2.  Experience in the collection, preparation and analysis of human resources data and of aviation training methods and programmes, in the use of synthetic training devices and audio-visual aids, in the development of curricula and course material and with a knowledge of aptitude testing techniques for student selection and progress.

3.  Extensive civil aviation experience including broad experience as a director or as a principal administrator of both small and large training centres requiring management coordination and direction of technical instructional staff, administrative staff, and students; campus management.

4.  Knowledge of the job structure of the air transport industry, the task contents of relevant jobs and the training programmes to achieve those contents; on the job, practical, and operational training techniques.

5.  Good knowledge of ICAO Annex I requirements for personnel licensing.

1.  Human resources requirements in the different aviation specialties and determination of immediate and long range training needs bearing in mind fellowship possibilities, the availability and need for the careful selection of fellows, and the use of regional training facilities.

2.  Establish and determine suitable standards and requirements including training aids, curricula and student selection methods.

3.  Evaluate and organize the existing training programmes and facilities, their desirable development and management, relevant feasibility studies.

4.  Overall planning, phased coordination and implementation of a comprehensive training programme for the government's civil aviation staff and with particular reference to the use of relevant guidelines incorporating standardized syllabuses.

5.  In some cases, conduct courses and provide instruction in his/her fields of competence.

6.  Plan and establish a training aids unit, if required.

7.  Efficient and economical procurement, use, accountability control and maintenance of training centre properties and equipment and relevant reporting procedures, financial accountings for student fees, accommodation, messing, etc.

8.  Adopt procedures to advertise the training and employment possibilities available in civil aviation; establish recruitment standards.

9.  Prepare student, staff, financial and administrative regulations for training courses; record keeping; diplomas and certificates; progress tests; determination of the desirable quantity and scope of course notes and other support material; welfare and discipline.

10. Maintain liaison with other local training institutions such as vocational schools the outputs of which may be useful to civil aviation: the meshing of civil aviation training into the national educational system and the national human resources plan.

11. Decide on the status and grades to be afforded to graduates of various aviation courses of training in accordance with local practices and in relation to those adopted elsewhere in the industry; evaluate of the effectiveness of each course of training.

12. Perform other related duties as may be required.
